what do i have to have to be able to get plants for my business from china i live in south florida?

Are you asking about importing plants wholesale so that you can retail them in Florida? I don't really know but I know asian plants are very common here in California. So, if you just want to buy some for decorative purposes, you should be able to find them here in the U.S. I buy most of mine from a nursery in Anaheim, CA called Mimosa Nursery.
