We would like to get her a tourist visa so we could just visit the US for a week or so.... What must we do to get this?

Unfortunately, because your wife has a US Citizen spouse, she will be automatically considered an overstay risk. The best chance of approval would be for her to provide definitive proof that she intends to return to China after her visit. Evidence of a current and ongoing lease/mortgage, employment and other financial and personal commitments are what they will want to see. If approved, she should take this documentation with her and have it on hand to show immigration officials upon arrival in the US as they have the ultimate say on whether she's granted admittance or not.
